Position Description: Terrorist Screening Operations Center (TSOC): Shall serve as a resource in all matters related to terrorist watchlist encounters. The assigned individuals shall focus on identity resolution, review, data integrity, inclusion of information into electronic systems, and perform a variety of extraordinarily complex and detailed analytical functions relative to the compliance with various laws, EOs, directives and policies. The assigned individuals shall respond to difficult information requests that often involve using fragmented information and shall conduct complicated searches of various database systems to locate any data regarding a particular subject / topic. The assigned individuals shall receive and conduct other offline search requests as necessary to include thorough research and analysis of information to compile a profile of the subject matter. The assigned individuals shall recommend steps for follow-up analysis. The assigned individuals shall input, extract, and manage data stored in a multi-dimensional database system and provide data upon request to management for analysis. The assigned individuals shall identify potential data sources and exploit those sources to acquire data and integrate data from various sources into the database structure. As appropriate and necessary, the assigned individuals shall provide mentorship and training to less experienced personnel and ensure consistent quality across the work unit. As appropriate and necessary, the assigned individuals shall serve as leaders and SMEs in relation to identity resolution, review and data integrity processes; serve as schedulers of other personnel and serve as reviewers of work performed by other analysts in addition performing their own duties. Requirements: Education/Experience: Advanced Degree and 7 years experience, or Bachelors and 9 years, or Associate and 11 years Shift Work: Some positions may require shift work: * 8-hour shifts span staggered timeframe between 0800-1800 or 0600-2200 * 10-hour shifts 4 days/week spanning 0500-1500, 1200-2200, or 2100-0700 Knowledgebase: For the positions included herein, the TSC requires an extensive knowledge base in one (1) or more of the following disciplines: watchlisting, identity analysis, intelligence, law enforcement, United States military, and / or national security (counterterrorism, counterintelligence, transnational organized crime, and weapons of mass destruction) experience. Intelligence Analyst 4: * Shall have knowledge and skills in o Applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions. o Adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity to develop new or modified work methods, organizational structures, records and files, management processes, staffing patterns, procedures for administering program services, guidelines and procedures, and automating work processes for the conduct of administrative support functions or program operations. Also, knowledge may be applied in analyzing and making recommendations concerning the centralization or decentralization of operations. * Possess knowledge of o Pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in the area studied. o The major issues, program goals and objectives, work processes, and administrative operations of the organization to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in a program or support setting. * Shall have the ability to communicate clearly and effectively, both orally and in writing, in order to tactfully and persuasively advise and guide executive management relative to a variety of issues which can be delicate in nature; includes making presentations and preparing complete, clear, and concise formal and informal reports, correspondence, briefings, charts, tables, and graphs that are distributed throughout the TSC and its partner agencies. * Shall perform other duties as assigned.
