Job summary: Responsible for managing the compensation function for the Service Contract Act employee population. The compensation manager plans, develops and implements new and revised compensation programs, policies and procedures to be responsive to the company's goals and competitive practices. This position is also responsible for ensuring through audits, legal reports and personal interactions that company compensation programs are consistently administered in compliance with company policies and government regulations.
Essential Responsibilities and Duties:
Monitors the compliance, effectiveness of existing compensation policies, guidelines and procedures recommending plan revision as well as new plans that are cost-effective and consistent with compensation trends and corporate objectives; coordinates implementation and provides guidance to corporate staff.
Provides guidance regarding wage determinations and ensures compliance with wage determinations per contract, role and locality
Ensures appropriate classification of roles and mapping of titles to ensure compliance with SCA regulations
Responsible for updating applicable WD rates in finance system to ensure compliance with regulations
Conducts audits of WD rates on an annual basis to ensure compliance with regulations
Manages the administration of direct compensation (executive, exempt and nonexempt cash compensation programs) for SCA employee population, including the processing, recording and reporting of compensation-related actions.
Develops techniques for compiling, preparing and presenting data to senior management.
Supervises the participation in, conducts and/or purchases exempt and nonexempt salary surveys related with government contractors to ensure corporate compensation objectives are achieved.
Keeps apprised of SCA, federal, state and local compensation laws and regulations to ensure company compliance.
Manages, coaches and develops one SCA Compensation Analyst including establishing goals and objectives, assessing performance and providing on-going feedback. Requirements:
Bachelor's degree in business or related field required
Min. 5 years SCA compensation management experience required
2 years of supervisory experience preferred
Experience with the Service Contract Act and Wage and Hour regulations required
Strong project management & verbal communication skills.
Must be well-organized and adaptable to situational changes
Must demonstrate strong analysis/problem solving skills.
Attention to detail and accuracy are critical.
Solid use and expertise of Excel required at the intermediate level
